I know i have a hard time keeping steady and i find that alot of the time the dang drum machine will speed up and slow down on me 8D , but other than having a hard time with keeping time , i dont really understand how the structure should be laid out , meaning how many times should i play each part and that stuff
Try using a computer drum machine where you can set the time signature and tempo. Listen to Pink Floyd's "Money" with it's jazzy 7/8 time signature. 6/8 is another jazzy feel. Here's a nice little break down written on Wikipedia, but if you want something that gives you more info, look up a drum lesson or two on YouTube or purchase something like this.

OR. . . try using an actual drummer! A drum machine or computer is, with very few exceptions, NOT a musician. I think your music warrants using real musicians to play it! Just a "thing" I have.
Don't get hung up on time signatures. They exist for your convenience. Figure out how you want to phrase your piece and, if you choose to write it down, use whatever time signature best expresses the phrasing you want. Seems to me you have a pretty good idea of what you want the song to sound like. Writing it down migh help you clean up any phrasing "issues" - not that I have any strong complaints with any of it.
