How the heck do you get the breeding meadow?

As far as I can tell, the breeding meadow doesn't exist in the game (yet?). So far your only options are the Breeding Station to cross with NPC horses, or the Breeding Paddock to breed two of your own together. I hope it gets implemented soon, though.
