Sanctuary Winding Stairs - Setsujo Gate

I have played the second mission (Winding Stairs) of the Sanctuary campaign twice.
I played Irina using blood and defeated the Kirin.
However, both times, I am unable to open the last 2 gates - one to capture the Setsujo gate and one to defeat Hiroshi.
It seems like there is no other mission that I can complete to open the last 2 gates.

Does anyone face similar problems? Please help

Did you get the help of the spring spirits and snow maidens? Plus you have to capture two separate cities to open the last gate. One city is in the upper right area of the map and the other is in the lower middle to left area. The gates will open once you have captured the cities.

    Many thanks to the response.

I did not help the spring spirits and snow maidens because I chose the blood route and defeated all of them including the Kirins.
Unfortunately, the gate to the Setsujo town did not open and there is no way I could have captured it to open the last gate.
I scouted the entire map and could not find a way into the Setsujo gate.
I replayed the entire Winding Stairs again but the results are the same.

I think most people chose to help the spring spirits and snow maidens, which is why they did not encounter the bug that I faced?

The Setsujo gate opens *after* the town is conquered.

You need to approach Setsujo from the north, there is a small path you can use to attack the city.
