I work a 40 hour week, wife, 3 kids and I am 9 levels away on my recon from have triple 30's.

We're missing a LOT of content that will PROBABLY need to be balanced, the biggest being Mk III versions of abilities, at least a dozen weapons, and even game modes.

Free to play games are usually released without a lot of the contents, then the unreleased contents will gradually be introduced later on usually for real world money (Guns, abilities, characters, etc). At least that is what I remember from previous F2P games. Balancing is another issue, usually just tweaking game values.

You forget higher skill lets you level faster. More kills means more XP. I play about the same amount as you, Keg, and you're over twice as close to hitting trip-30 as I am.
