Heart? A surf band???? Really? I don't even think of Heart as a California band. Now, this tone may show up in another song that I haven't noticed, but the only place I've ever seen it is on Barracuda, which, granted, is a fish, but it's not a tuna fish. I'm not saying it's a stupid name or that I could come up with anything better. I just don't see the connection between tuna and a Heart song about predatory males. . .
Anyway. Remember: You can tune a guitar, but you can't tuna fish. . .

p.s. I dind't mean that Heart is a California band, they are from Seattle, I just meant that Barracuda and Albacore both can be found in the same region in the Pacific.
Anyway, I guess a correct response to this thread would be something like.
Digital delay and some distortion (tube screamer) or compression for most older U2 songs. Maybe add a little reverb for depth. Amp should be DC58 (models the Vox AC30).
Delay time and repetitions varies by song.
When "Barracuda" was released, though, weren't they in Canada so the drummer (I think it was) wouldn't get drafted?
Yeah, when I wrote the above I didn't know where they were from, but had just checked a wiki that said they are from Seattle but first found success in Canada.
