The betas are separately run. The information from one doesn't transition to the other (start/end dates, testing perks, etc)... So the testing specific information available in one doesn't always carry over to the other.

It's best if you post in the forums that are best suited to your region. There are also separate websites to sign up for the beta:

Correct. If you get into the European beta you won't be able to play with people in the North American beta and visa versa.

I'd recommend sticking to the beta for your region. Playing in another regions beta will increase the overall ping of the match and lower the experience for everyone.
