...and it appears that your question is still unaddressed.

Your map will publish with vehicles, weapons, and AI in them. They just won't be there when you play an online game.
The only map I published has all three in it, but not when played online. Just in the editor.
Hopefully they will have an update that allows us to make and play story mode maps online. They would need to increase the number of AI we're allowed to place though.

If you were publishing your maps during the maintenance on Monday, you may have to re-publish them.
Maps published before Monday should not be affected. If that has happened, PM me with the names of the maps affected.

In your opinion! In MY opinion, disallowing vehicles and AI is an un-necessary limitation. There are alot of map makers who would like to be able to put these in for numerous reasons and there are alot of players who would enjoy the diversity of maps available to play that this would allow!

I've made a few posts on these forums today and I really would like to know if anything is going to be done for the issues I have identified in the map editor. Please have a look at my post here as I've tried to highlight what I feel are some real issues but also some opportunites for improvement:

The campaign mode looks great from what I've played so far. It's very immersive and looks like it will be enjoyable for a lot of people so well done on that. But I really wanted the game for multiplayer and map making which so far seems like a bit of a letdown for everyone.
The same Unranked lobbies are possible in FC3 with the same structure. Any user created map from the FC3 map editor cannot be played in a Ranked lobby - unless Ubisoft Recommended (Or a Gold Rated Player map).

i don't want to seem like I'm not disappointed about the vehicles being excluded from Multiplayer. That decision has generated restrictions in map making which sucks and has few positives if any. Take me instead as a guy who is grateful for what he gets. I am extremely content with FC3 and the Story Mode was incredible. The multiplayer is going to be a debatable topic amongst the community, but I enjoy it. It's far more polished and playable than FC2. The map editor has minor changes but some vital new tools to Dd that fresher vibe, there was hardly anything wrong with the FC2 map editor so a dramatic change was t entirely necessary. The editor keeps up with the graphics and tools used in this years single player and I'm loving it.

You talk about this games multiplayer and map editor being a "let down for everybody" shortly after emphasising the difference in yours and my own opinion. Differences being that I didn't speak in representation of others. I respect your opinion btw, but I'm happy with my game and there's little I can argue with others than the vehicles. But I can accept it for what it is.

I disagree about the AI being in multiplayer though, I don't think AI should have a part in multiplayer, and that's why most games don't have AI in multiplayer. That's what the Single player and Co-op modes are there for. I've seen Operation Flashpoint: Dragon Rising include AI in multiplayer, and that was to compensate for the inability to host lobbies with up to 60 odd players like the PC version could. The game had an awful multiplayer by the way.

Call of Duty: Black Ops 1 & 2 have Combat Training which is impressive but then again they're not letting their audience create maps and then demand to be able to make maps with AI installed into them as opposed to behaving like real-life humans in a multiplayer mindset of programming.

I think that removing vehicles altogether from multiplayer is just a huge restriction. It's not like there aren't going to be "on foot" maps/matches if vehicles were introduced. Give the people options, and let the people decide what they want to play.
When I think of AI in multiplayer, I think of ANIMAL AI, ONLY. Think about the possibilities with this for a second........user created maps with "crocodile pits". Tigers stalking players as they combat each other. Komodos skulking through the tall grass waiting to ambush unexpected players. Vast water levels where falling off a jet ski or boat could result in a nasty tangle with a few rogue sharks. These are the things I dreamed of when hearing that Far Cry3 had animal AI and Ubi was bringing the map editor back again. I almost hate to bring it into the picture, but Turok MP (while not perfect) had dinos raging on the same battlegrounds as players and made for very fun and interesting matches.
