i installed all the stuff needed for the game. i installed the game. but when i hit start game a window opens up and says updating direct x then restarts my computer then thats all it does. and keeps restarting every time i click game start

Try updating your DirectX Redistributable manually.

Yes as Freelancer852 says:run DXRedist in the pdc-live folder

well there isnt a dx redist folder
