Sounds like the cell phone monopoly here in Canada. Big three providers have such convuluted plans that a lawyer has to translate them, not to mention having to get locked into 2 or 3 year plans with extortionary early cancellation fees.

Smaller bit players (finally allowed in) have limited calling areas and have no towers themselves--have to rent them from the big 3.
