There is already a 99 th prestrige but prestrige definitly does not measure skill, just time played and experience. Plus there are modes that are extremely easy to score high in if you know what you are doing (Assassinate, Deathmatch) or if you use an exploitation (stunlocking, OSB,) of the game to score higher. Plus the number of noob lobbies that plague this game also adds to the high scores.
The highest (hopefully) legit ones ive seen are from concrete8, Wizaro, RaininStormWake, xjjm, and myself (2). Now the highest skill level I have seen has been from WHU LordOfGod, Wizaro, Concrete8, a random that went ham and gave me a run for my money on deathmatch, TXI RavenElite, ReignDown (dont know his new name), Zoidberg, and ScorpioRain. Haven't seen how the high prestiges play because most of their videos are filled with noob lobbies. Not sayin that they are bad i just haven't seen them play enough to judge.
Oh and the number of boosters that are in this game too. Don't know why anyone would care so much that they would do anything to win a VIDEO GAME but oh well.

Im the highest prestige on xbox 360 (52nd prestige), no boosting and mainly playing assassinate
Technically i'm not naming and shaming? 98HTIAF. She boosts, OSBs and is generally annoying. I beat her and there is 93 prestige difference...
