Sorry I couldn't be of more help, but the people who have solved the issue haven't posted to let us know what their solution was. I always try and keep a little "Knowledge Base" of solutions myself, but official support should be able to help you way better than I can.

Fixed it.

Go into IE9 and then Tools > Internet Options > Security > Custom Level.
Set anything to do with JavaScript or Scripting in windows to Enable. The problem was that IE was not allowing the Launcher to run in the special window.
