I buy Driver San francisco deluxe edition, on the Steam store, downloaded, instal it, but i NEVER received a product key to insert at the star window of the game...

Same here, bought it yesterday, but received no key to get it started. I contacted Support so let's see how long it takes for them to figure it out. Sucks.

I've cracked it!- right click on driver in your library, and click 'view game CD key'. it's right there!

Is anyone still having any issues with this as I have a report that this is now been fixed.

You need to get in touch with the store, they should replace it for you.

Failing that, you can contact Ubisoft support - make sure you have proof of purchase and any supporting info,
