So what if you they leave the locking unchanged, but when you're locked you can only lock one person for 5 (just an idea) seconds. After that it changes back, so you can lock everyone again. This way you cannot quess who your pursuer is, but it won't really have an impact on wrong locks.

Then you're basically copying what I've said about delaying the time between exposing pursuers.

give more reason/purpose for social stealth focus the system more around it.

I would suggest that the compass is only active while you are hidden/blended this will give a strong purpose to travel and move between crowds frequently. Players would have to use they're observational skills to keep track of they're target while the compass is inactive. This will reduce rooftop and runners as players can't just bolt towards they're target like a homing missile in the same way we experience it in ACR and in ACB.

there should be more hiding spots in maps so surprise and hiding in areas is more effective you are actually quite vulnerable/obvious when hiding in a haystack/bush.

I agree entirely with improving the social stealth elements in modes where stealth is required, although I think Assassinate should be kept as the fast paced mode that it is. It's a change of pace and people who don't want to play without stealth don't need to play it. I think there should definitely be more benefits to blend groups in modes such as Wanted and Deathmatch, though. For one, moving blend groups need to have the tracking shadow exploit dealt with and stationary ones need to have the lock system exploit dealt with. Also, it would be good if character animations were automatically synced with the civilians in the blend group. There are too many ways to pick out a target from a group, to the extent that there's rarely a reason to feel any safer there. If that were fixed, the social stealth element would definitely take center stage in most modes. Steal the Artifact and Assassinate, maybe not. Artifact Assault, maybe not. All others, much less running, less roofing, more hiding, more suspense. Probably less points but less rage as well.

Death Match - no compass, small/restricted maps very frequent encounters.
Deathmatch should be the pure stealth mode, slow paced, lots of npcs to give you this where is waldo effect, you aren't using social stealth to hide with a look a like but simply to make yourself more difficult to see, i would remove any hints that your target is in your LOS, this should only happen if they enter high profile or they are on rooftops. this mode works well with the Revelation Meter and contested kills should remain.

Wanted - Cat and Mouse is the main aspect of this mode.
The hunter should always have the advantage over the target, the compass should only be active while in crowds/hidden. not only will this give purpose to travel more frequently in crowds but will reduce runners and rooftop players, players can't just bolt to they're targets like homing missiles. brotherhood's meter is best for this mode tho i would encourage something else, no contested kills.

Manhunt - team Cat and Mouse
As the Hunters you have the strongest advantage over the targets none of this contested kills or stun locking! Players work together to escape they're Pursuers... If you are being hunted you should not even have the ability to stun only escape! this mode is best for the brotherhood meter.

    Artifact Assault - classic CTF
no meter, no compass, no warning of targets in your zones no LOS warning, ONLY when the flag is taken should all of that stuff activate. You should also not be able to capture unless your artifact is back at your base.

These are the only modes i think should return to AC3 and gain the most focus.
that and the free roam environment people desire so much.

Deathmatch should return, Wanted I could do without unless they find a way to punish the stupid morons gallivanting around the rooftops the entire game. Assassinate should return. Manhunt should return even though Chest Capture, which should also return, is extraordinarily preferable to me. Artifact Assault can go die in a hole and Escort is just awful for playing solo, you get the idiots that just start chases with the VIPs over and over and you can't remain low profile to kill them, so you get shot. Also, it'd be cool if they brought Alliance back.

    Something short and sweet:

    Disable climbing in Deathmatch.
