It's very hard to actually get a look at it. This is because, technically, it's a ground unit, not an airborn unit, like a plane. So, you cannot see it through your External View commands, like you would a plane.
However, since it is a 'ground unit', if you are flying close to it, you can get a lock on it with one of your Padlock commands.

In the tab "object/target/allow targeting of map objects "target covers =0 how to destroy V1-ramps ?
That is not what the Target setting is for. The Target setting controls the actual mission Objectives. It does not tell planes what target to attack. That is done using the Attack setting at a particular waypoint.
Also, the setting you mentioned above is from a modded version of IL-2. Stock IL-2 has no such setting. Be aware that there are strict rules on this forum concerning discussions about mods.
