Open the box again. There should be a second DVD.

The 1st DVD has the game. The 2nd DVD has previews of SoW:BoB and some IL-2 movies on them. The 2nd (preview) DVD can be played in your media center stand-alone DVD player and viewed on TV.

You would need the disk labeled "Disc1" (Red) to install IL-2 Sturmovik 1946.
There should be some folders called something like "1031", "1033" on it. a.exe should be listed in the root folder (it might be called "a" of type application too. this is the installer program. If autorun does not work, run a.exe to install the game.

If the disk has folders called "AUDIO_TS", "PC" and "VIDEO_TS" dump it in your DVD player connected to the TV and enjoy

I am unaware of any "DAT" files on IL-2 Sturmovik DVD's.
Do you have a screenshot of the folder containing those?
follow this guide to install under Vista once you found the other DVD.

That doesn't sound right. I'd see if they could exchange it, or perhaps contact ubisoft support and see if they have an answer.
"The basis of our governments being the opinion of the people, the very first object should be to keep that right; and were it left to me to decide whether we should have a government without newspapers, or newspapers without a government, I should not hesitate a moment to prefer the latter.[Europe], under pretence of governing they have divided their nations into two classes, wolves and sheep. If once [the people] become inattentive to the public affairs, you and I, and Congress, and Assemblies, judges and governors shall all become wolves. " - Thomas Jefferson

I have exactly the same issue, have sent info to Tech Support, waiting for a response. Shame because I was really looking forward to playing this game.
