Someone correct me if I am wrong. I believe it's an attachment on the pistol that messes with electrical equipment.
Your absolutely...... correct, Tell them what they have one. Ok enough ****, yea theres attachment to the pistol that shoots i guess a beam of emp at whatever electrical source. For a short while then the light or whatever turns back on. Its so that nothing is really out of the ordinary. So if a npc walks by his not like "the light bulb is destroyed", and go on all alert. instead "thats odd?" the light buld turns back on. "ahh never mind, it was nothing".
its called the OCP,its an attachment to the pistol.

with this wont it be too easy though? i mean, you could shoot out all lights in an area, and walk past like 3 guys maybe with out wasting ammo. Is there a certain charge this OCP has?
It only disables lights for a short time. (10-15) And guards will still become suspcious if they see it. Not to mention the AI is even better this time around.

It all depends. Lights stay off for about 3 seconds, TV's about 10 as you said. I think its great, since it'll prevent you from alerting guards.
