I believe Hamachi will work when UBI servers are down.
Please stop using words like Vegas and Tactical Shooter in the same sentence.
There are some threads in here on different VPN's with some helpful suggestions.
But, I don't believe any of them are fool proof!
Ubisoft doesn't privide any other options so you are are the mercy of their master server, or try to setup a VPN.
The other option is to play other games when Ubisoft's server goes down.
