In Europe, you can download the wo Vselka levels. In the US, you have to get the Rainbow Six 3 Companion Disk to get the levels. BTW, this has nothing to do with Pandora Tomorrow.

Not yet but there are more coming soon.
Also can get the Vslenka missions by preodrdering Rainbow Six 3 and you get a demo disc with them on it.
