I was missing that too. I remember SH3 had it. However I can remember most of what makes noise and what makes you easy spotted. I do get annoyed with the crew shouting sometimes.
"Ahead one third, dive the boat, hard to starboard, have a party on the bow, drummer practice in the stern, 'everybody put your hands in the air and MAKE SOME NOISE!'"
It's like, lets get this party started and invite those lovely Japanese destroyers over.
Mainly it's the dive horn after you rig for silent running, or the general quarters hooter that make me cringe.
One thing I also miss, correct me if I'm wrong but SH3 used to tell you when you were spotted? A good sonar operator or deck watch can surely tell when a destroyer goes from "Phe, Phi, Pho, Phum, I smell the blood of yankie scum!" to "There he is, get him guys!". I know I can from the external view of if I am listening really closely on sonar when someone starts up the brass band practice in the bow torpedo room.
I think it would be nice to know when you should go from, "Shhhh!", to "RUN LIKE F....!"

SH4 + Patch 1.4 + TMO (for 1.4).
You should be in silent running any time you are near any ship really once you have fired your torps dont make the noise to reload them when you know they are looking for you. And only go to full speed when you need to get deep fast or when you hear lots of loud pings. Really just go as deep as you can go and saty quiet you really dont need the noise meter I dont miss that tool at all from SH3.
