I want to buy a game on Steam. The game's page says that the Driver SF have Russian language. But it is not clear subtitles only or full Russian translation with voice acting?

You should contact Steam Support or Ubisoft Support for this. You could also ask @drivergame through twitter.

I've bought it from Steam and I've seen Russian language in the options. Both audio and subtitles available. If you want, you can switch original voice with russian subs, or you can use fully russian version.
