The sand cloud before Prince falls in to the prison IS retrievable, when you get out of the prison and defeat the creatures, go up the stairs to where you stand on a pressure plate (near the water sink) there will be a stair case to go furthur up to the sand cloud, when you get the cloud, you can see the hole you fell down but it's blocked up, so if you jump across the gap and look arond you can see where you climbed around the tower and even the door Farah couldn't open (which is the reason why you climbed around the tower) which proves me right, PLUS even before you fall into the prison you can see the courtyard you come up from the prison to anyway.

I have played through the game NINE times but I ALWAYS get nine sand tanks needing just one more sand cloud to make 10

that happens to me too, i thought i have missed one. But have u noticed, if u don't use any sand tanks or the freezes in battles ur sand tank becomes bigger (V.V slightly)??

I always get ten sand tanks at the end, the last tank is formed when collecting the last sand cloud in the tower of dawn. I think you miss one of the clouds on the way.
I can't really say about the sand tanks getting bigger, although I already played the game so many times that I use freeze and rewind very rarely. Maybe it's an illusion

hmmmm! i usually never use the rewind in fights....only when i fall off a cliff or something

and i use the slow motion alought....it justs looks cool....plus if u slow time u can jump over those enemies u couldnt before
