Try this:

Use a text editor to edit the following file:

C:\Documents and Settings\yourUserName\My Documents\SH3\data\cfg\main.cfg.

Find the following section:
<pre class="ip-ubbcode-code-pre">[SOUND]
Music=Yes
VolumeGeneral=100
VolumeMusic=100
VolumeFx=100
VolumeSpeech=100</pre>
Make sure everything is set to 100, as above.

stokeyboy; a text editor being something as basic as notepad in windows, or perhaps something a bit more constructive like Textpad (installed).
