If you mean the video where the "Ghosts" are walking down the road like they were in Resevoir Dogs and Mitchel suddenly strikes a pose, taps his ear and says "Cross-Comm Activated!" like he was a power ranger or something, no, it is not possible to have the game look like that.
That is a pre-rendered FMV, and is not ingame graphics.
