There seems to be some rumurs about this, and one posts sais that it has been requested by Clancy himself...
but i was thinking abuout something else. What if you accidentaly kill a surrendured terrorist? Will they punish you with failure if you shoot by the guy (mayber theres another terrorist behind him or there are other terrorists in the room threatening you or hostages) and a stray bullets strikes his head, or other fatal spots? There could be situations where trying to aprehend a terrorist should be concidered a secondary objective or a situation where killing a surrendered terrorist to get by him is better than other options (such as another terrorist using him as a shield that YOU are NOT ALLOWED to hit).
I wonder if they can make a code to detect flagrant and uncessesary killing.

Also, what if you kill him at the moment where he begins to surrender, you just can't tell that he is surrendering or you just don't have time to react to him surrendering.
What if you throw a frag in and a terrorist surrenders before it goes off.... What then?

looooooool, so the game are sopesed to tell the diffrence between if u wanted to shoot him or just accidently shot him. Thats easy. Just strap on a detecor on ur head so it can read the brain activity. And we go from there ok?

well in one of the videos i can see a tango coming around corner he trows his gun on the floor but the player shoots him anyways, and he is not penalized for it.

Maybe the game could cut up the level into different rooms and clear/threat areas. if you kill a surrendered terrorist in an area that is not cleared, then they should not penalize you as there are other terrorists in the same room as the surendered.
but then again... a second thought. if there really are other terrorists in the room. in the game. will that be enough reason for a terrorist not to give up? (the other t's in the room may add some morale points, things like leadership from other t's)

Do they really need this feature? Yes, I know you are not suppose to shoot terrorists that have surrendered to you but the only thing this feature will do is cause problems.
It is probably for the better as a whole because it may improve the games image a bit and also change the way some activists look at the game. They wouldn't be able to say things like,"Look he even killed someone who surrendered to him and he was not penalized."
Sure in real life the operatives are not suppose to shoot men who have surrendered to them but their mission is not a failure when they accidentally shoot a terrorist that surrendered to them so why should it be like that in the game?

What if another terrorist kills the surrended one ? (For example he wants to shoot u but the other one is on the way)(Will the code detect that is not a team player who killed him ?)

Well I remember reading that the A.I will detect how many player's their guns, and how outnumbered he is. So if there's alotta terriost, don't think about him surrendruing. if there's 1 he probaly will surrender but if he's a loose cannon not. So you gotta be on your feet.

Remember that leadership rating in the previous titles...
hmm.. could your own operatives panick without leadership or does leadership only affect terrorists
