I think thats why, because the flares are done through a dynamic lighting model. Dynamic light is calculated every frame and does not cast shadows. This is a lot slower than static lighting, which is calculated only once (when compiling the map). Static lighting, which makes up most of the lighting in SCCT, is treated like a texture. So that is why flares slow certain people down.
