there is supposed to be a quest to find the unbreakable lock pick, where do i go/do to get it?(yes i do have the walkthrough book,still can't find it!}

That's the Nocturnal daedric shrine quest. The shrine is along the road a bit northeast of Leyawiin, and you must be level 10 before you can do the quest. The pick can be dropped later, which can be important because you won't be able to raise your Security skill above 60 as long as you have it in your inventory.
