I've played FC2 73% and in mosate selao (im not sure is it really written that way) i shot UFLL door guard, hope you know what i mean... and i keeped playing normaly after that and when i came later back to there and that guard on the dor was still dead. It happened 2 weeks ago and that guard is still dead and anyone hasn't came to his place. So i thought that may be a bug or is it just a normal part of the game? I am writin to here because i just wan't to know is it normal. I hope someone can help me.

Go back to the Act 1 world, then to the Act 2 world. It should reset the guard.
