    i was wondering are they the bad guys or are the promise hand? if so why does Shane change sides??

    Neither side is good or bad. The point of the game is to blend good and bad, and let the player decide for themselves. Watch the developer videos on IGN. They explain it.

    Well, at the beginning of the game Shane starts as a Mantel Trooper, using Nectar to his advantage. Here, you're fighting the Promise Hand rebel group. However, certain events related to Nectar malfunctioning leads Shane to believe that Mantel is a corrupt entity and he crosses over to the Promise Hand. Now you play as a rebel and you are fighting the Mantel Troopers.

    you switch sides about half way through the game according to an interview.
