Just out of curiousity, if Russia had made their way to D.C. on 360 would they even have been able to attack it? None of the 3 possible matches would work:
1. Russia vs. Europe - JSF has no battles for the day.
2. Russia vs. JSF - Europe cant defend its own territory.
3. Europe vs JSF - Russia is stuck waiting for the JSF to Win 3 turns in a row.

i would guess no.1 personally! The only side being penalized there is the JSF, and since they are the ones who don't have any territories left, if anyone should be penalized, it should be them.

Also, I came up with a 4th idea:
4. Russia vs. Europe in Conquest
AND
Europe vs. JSF in Seige
So when a european goes to find a match there's two slots that say Washington D.C. so they can fight both opponents. Basically, you treat it like their two seperate territories and then if and when either Russia or JSF(oh who am I kidding lol) win the territory, you merge them back together. So like lets say Russia won their Conquest at the same time that JSF(because of some miracle) regained control of the territory. Next turn you would have Russia vs. JSF in Assault and Europe would be completely pushed out.
Kinda long and complicated, but I guess it would work lol.
