There are many choices of freeware tools/image editors:
GIMP
XnView
I prefer the command line converter ( Nconvert ).

Hey there, Minoos.
I'm checking a link that i providet from the "Tips, Mods, Tools, 100K Club, Online Squadrons, 'Adopt A Boat' + other SH4 info..." sticky and have a question for u.
Since i tried to creat a mission myselve and failed miserably due to the fact that i was unable to create a missing file in the editor i never did it again untill now. Now that the topic popped up again i felt like trying it one more time hoping i would be a little wizer than a fiew months ago.
Unfortunatly the link "SH4 Mission Editor Tutorial by RangerX3X" providing a step by step walkthru on crating single player missions is not active anymore.
It would be grately appreciated if you could manage to get the link up again or replace it with a site that's still active. I'm able to create the first file in the mission editor where you have to draw out the path's, speed and vessels includet, together with creating the text messages for creating the mission breefing and ingame communication (the .mis file). But the mission editor also needs a second file to load the data from witch can not be created in the mission editor it seems (.tga file?). And since the tutorial is no longer active there is no way of figuring out how to incorpret the second file into the editor.
Sorry it turned out to be quite the story, but i hope you can understand the frustration of not being able to get the most out of the game and it's features.

Made a walkthru to help create single player missions. This shows step by step what to do and how to do it. You can't find information more clearer than this.
Mission edditor help, step by step
