Hi I tried it myself and I think it is not possible.

I built a mission with MLRs attacking some brigdes
which they turned to rubble, then about 9 minutes later they fired again on the smae brigdes.

MLRS will fire again, after about 10(?) minutes.
Seem to recall that SMERSH reload time is 15(?) minutes.
Worth waiting for.....WHOOSH!
