Can someone explain what this means:

"SUCH CONTENT MAY ONLY BE UNLOCKED ONE SINGLE TIME WITH A UNIQUE KEY."

Does it mean that if you get a new hard drive you have to buy the game again?

PS one single is redundant; like saying lots many!
