I can get out of the elevator, KO all the workman and guard, kill all 3 terrorists (inc Soth)but i cant get up to the level above me where the Small Pox virus is. Can anyone tell me how to get up there?

It is like a 3-D maze. You have to find a way using the stairs, mayby shimmmy a pipe, or other ways to get around. Since the timer starts when you attack Soth and his men, I suggest you get as close as you can before you take them out. I sometimes will use a sticky shocker on the patroling guard up there- that does not raise an alarm and I only have two to deal with later. Just remember to kill him or you can't disable the ND133.

In the elevator shoot out the hatch, and climb up using the many ropes that lead up to the level where Soth and his mercs are.
