As long as the drivers or profiling software for the racing wheel have the option to make the pedals act as a single axis then yes you can use them for rudder. Have the wheel and your joystick plugged in, set the pedals to act as a single axis in the wheels software, then go into the game and in controls scroll all the way down to the HOTAS section and assign all your axis there.
