I am not a developer so I don't know about the new Wii Remotes and how they are bundeled. But I am guessing they will just include a cupon in the game so you are not required to by the remote with a game.

first off it's not a wiimote that's bundled with the game it's just the Wii Motion Plus (a little thing you plug into the bottom of the wiimote) and they're going to include it in with the game (they're doing the same thing with PGA Tour 2010) Link also it seems that you can buy the games without the Wii motion plus Link so I expect the same wii be for Red Steel 2...
