What version of the game do you own, before trying to patch to 4.08?

I'll just quickly say it's got nothing to do with NTFS/ FAT32.
Are you sure you're not using the 4.08 dedicated server patch by mistake (it happens)

Check your game reports as 4.07m on startup in the lower left corner. ONLY if it does
download patch 4.08m - run it and point it to your game's main folder. Overwrite existing files. Start the game and check it reports as 4.08m now.
