PLEASE have a level where there are loads of civilians! I think this is what really sucks about the first two games - there's always an excuse, civis are either not there or there is a curfew or something.
A good example could be a crowded train station etc.

they have already made the game they are most likley not going to put anything new in it.

he wasn't asking anyone to change the game..he just thought it'd be a cool idea to have a lot of civilians on a mission

I'm not sure Third Echelon would see fit to send Sam into a situation where his mission could constantly be compromised by a ****-load of civs walking around. He's a grab-info-and-go type.
I can't think of a situation where a bunch of civs would be involved. If sensitive information were being passed along, or if a conversation was taking place that needed to be listened in on in a crowded place, that's the type of job for a competent police force to handle. Sam's talents are much more useful in places where a plainclothes cop couldn't get, like, say, embassies and terrorist camps in the jungle.
But if you can think of a reason for Sam to go in a crowded place, do tell. Right now I just can't think of anything else.

LAX had a good number of civilians in it.
who knows, the game is being completed but they might have already put more civilians in. they did say completely new level designs didn't they, maybe they're designed with civs!
