Finally figured it out, on my own, WITHOUT the help of Ubisoft support.
Go to add/remove programs(Programs and features) and uninstall Ubisoft Game launcher
Go to C:\program files(86 if 64 bit OS) and remove the ubisoft folder(This will delete the logs and cache left over)
Now go to your From dust directory, (program files/steam/steamapps/common/from dust/support/ubisoft) and run UbisoftGameLauncherInstaller.exe to reinstall it.
Run From Dust and the launcher will patch a few times.
Once I did this, I finally got to the menu. I'm guessing since I had AC: brotherhood installed, the launcher didn't patch correctly or something...who knows, but It got it working, and I'm interested in seeing if this solution works for others.
See, it's funny you should mention this, because I removed the Ubisoft folder a short while ago. I didn't do any of the rest of it, though, because my problem had already been solved.
It did not work for me - I guess it's because I have an Intel Graphics Card that does not work with this game -.-

Did not work with my Intel video card.
This is a known solution for people with a "cannot load configuration" problem with starting the launcher but doesn't work for most people with gallileo errors (where it crashes during load after the ubisoft logo).
