Okay, I don't think all the pieces fit together. It has been confirmed that part of the game takes place in Rio de Janiero from a screenshot. It is also been confirmed and seen that the game will be involved with Captain Mitchell and the Ghosts from GRAW and GRAW 2. But these games take place in 2013 and 2014, and the press release said that the game takes place in 2012.
If the game is in 2012, how come there was no mention of this Private Military Contractor in GRAW 1 and 2?
It has been speculated that the as-of-yet unrevealed mercenaries from the end of GRAW 2 are part of the PMC in HAWX, but then wouldn't we be well aware of the answer to "Who the hell are these guys?!" if we've been at war with them for two years? I hope they meant to say 2014 or 2015 rather than 2012.

A good question. it could have been a mistake or typo, or maybe the story goes even deeper. I am certain there will be some sort of explanation, most likely in game. Just hang tight for now. Thats really all we can do.
