Failed to load configuration.Please restart the game.If the error persists please contact Ubisoft support.

i have this same issue, i have uninstalled ubisoft game launcher and reinstalled it off the driversf disc many times

And I have the same problem. Reinstall launcher from the Steam folder did not help.

I think the problem is my ISP. Is this true, or launcher really can not get updates for some other reason?

Problem solved. The issue was not in Ubisoft Game Launcher. I cleaned the hosts file and the launcher was able to update correctly.
