I can change them to "red" side, but they remains with the german blue paint and the German Cross at side.........

If you both get them in different colours.
I'm doing a German campaign - always getting them "in blue", too.

Was setting up a mission / campaign map today and found the same thing. The observation baloons were only in had a black cross on them. Might see if I can repaint them though, for my red side.

I think you are mixing the balloons. There are two kind of balloons: 1) Observation balloons, default side blue and 2) Barrage balloons, default side red (the latter ones are for stopping aircrafts).
The "problem" with those observation balloons is quite similar with stationary aircrafts which have only default insignias for each side (only a star or cross), but in this case, the cross is in the texture and won't change by the side. Unfortunately objects or their textures / skins cannot be altered... [img]/i/smilies/16x16_smiley-sad.gif[/img]
