Yes, with some influence from 1C (negociation)

mostly gonna depend on the contracts. Though, when I was at Midway we were doing publishing for other folks on a fairly regular basis. Midway took care of the marketing stuff and did the distro and that was pretty much it.

Probably works best for the distro folks to stay out of the dev/pd folks way. Otherwise the already too long wait for release would be way worse.
