I use the observation scope on three occasions:
- for getting a wide angle view on f. ex. a convoy or when scanning prior to surfacing.
- for spotting planes when submerged.
- as a replacement for my attack scope if it is broken.

The second question:
- do you have a Schnorkel?
- is it up?
- is your speed low enough? (<6 kt if I am right)
If so, you should be able to run on diesels...
If you run GW, there is a chance that you have a bad Schnorkel or that it has been sabotaged.
