I tracked down the project manager this morning to get the official word:
There is no integral support for running a dedicated on-line server for the PC version of Blazing Angels.
There is support for setting up a LAN-based server, and those with networking guru skills may be able to jury-rig something to play on the full internet. This issue will be brought up during design discussions for future iterations of this game and others we are developing here. Please don't shoot the messenger.
