Yea, I noticed Steam has that too and I'm wondering if it's just wrong. In the US it comes out April 27th but Steam also has the 16th as a release date.
It will probably be available for purchase through steam, but I doubt it will activate until the actual release date.

Steam does this to control download rate. This has been marked as a big game like Modern Warfare 2 on Steam's radar so that they can get their servers prepared for you hungry fans like me to download. So there you go my 2 cents and keep on keeping on splinter cell pc fans!
