When do you pickpocket his pen. is memory block 4 the only chance? B/c i tried and there was an invisible wall blocking me from pickpocketing the pen.

I can't remember which memory block it is. He'll be standing by the window, and, if you walk up to him, there will be the "press any button to interact" message. If you get an invisible wall, try walking away, then walking back at a different angle.

You take it in the transition between Memory block 3 and 4. Not very useful though, only allows you to read his emails.

The password for the conference room is on Lucy's PC too, but you won't be able to access the computer in there without Vidic's pen.
