It will lower the performance of the game on everyones rig.. for lower end rigs it will be much more significant because it will push their FPS below the "playable" threshold in some cases. Basically its going to add motion blurr... its going to make the image apear like it was on a slow LCD panel from the 90;s to prevent the sharp clear contrast in pixel colors.. SO essentially, the team spent the last several months pulling out great features they spent years coding, AND adding a filter that distorts the image enough to pass the Ubi test..

That must be amazingly frustrating for the team who invested so must time and passion into creating it..
