There is no reward that relies on your Level in Project Legacy. The link can be made anytime, and the rewards will unlock once you Synch with Project Legacy from Assassin's Creed Brotherhood's Story Mode Menu.

Level has nothing to do with unlocking anything in either title as far as connectivity is concerned. to get the outfits you're talking about, being the Medici and Venetia Capes are unlocked by finding and combing the Auditore Trail Mnemonic Set then Synching with Project Legacy from the Story Mode Menu in Assassin's Creed Brotherhood.
I'm not sure where this "Level 30" information came from, but I can assure you, it's false.

The "Level 30" started has a rumor in the Facebook discussion board around the time the game was released.
I got my games by doing the Auditore Trail Mnemonic. Guess maybe it was a bug back then that reaching level 30 also made the pop-up saying the something was unlocked in Brotherhood. One thing for sure, I'm pretty sure it has been fixed since then.

Section 3: Equipment
Title: Capes (Pg 134 of the collector's edition)
"Medici & Venetian Capes
Unlocked by reaching level 30 on the "Assassin's Creed: Project Legacy" Facebook game, the Medici Cape and the Venetian Cape are only cosmetic accessories. They have no influence whatsoever on Ezio's Notoriety."
I have to mention that the guide contains certain minor errors and inaccuracies here and there. So most people must have gone from there to assume the lv 30 thing.
However, Piggyback has a disclaimer at the end of the guide, which most people do not read(a very bad habit). It assures that the guide was developed with the help of game developers but may contain some minor changes in the game itself. It's possible that at first it was intended for the capes to unlock when reaching lv 30 in AC:PL, but in the end it change with the promotional release of the Auditore Trail.
I was confused by it too at first, but having both reached lv and earned the Auditore trail before getting the game on PC, I just didn't care.
