This is quite simply my best and IMO the best idea to arise from the deep dark valleys of these hateful forums. I know that Devs will probably read this and automatically disregard it as impossible and too hard to implement but I don't care.
***Warning Wall O' Text Dead Ahead, Keep Left***
Here is the simple solution to the upcoming Christmas rush of new players getting killed and taking the game back.
"Social" Matchmaking:
I remember when I first got Halo 3 there was a kind of get used to the game playlist in matchmaking that put you up against other people that were new to the game like you.
Anyways back to Endwar. If you implemented a "social" matchmaking that didn't allow unit killing excluding accidents to allow newer players to rank up and upgrade their units before playing "ranked" matchmaking.
Here is how it would work, social matchmaking would be only for people who have less than half of their units at the rank of Hardened. When more then half of their units are at rank 3(hardened) then the social playlist becomes un-available. The "social" playlist returns if they get more than half of their units under rank 3(hardened).
NOTE: All social games played DO NOT count towards ToW results.
"Ranked" Matchmaking:
This would be for non-rookies and all games played would be counted in ToW. Unit killing would be allowed. People that want to play ranked must have more than 3/4 of their units above rank 1(recruit).
"Rookies"
"Rookies"(people that have more than 1/4 of their units at recruit rank) cannot play in "ranked". This would prevent people that don't care about the game from effecting the outcome of ToW for more serious players.

As for the PF (primary frontline) rule Ubi, just get rid of it.
