It displays both the blood and the tears quests, but you are only able to complete one of them. You are blood. Put down the rebels. You cannot free the slaves.

sanc. camp. 2:
the 1st main quest is finished after defeatin the haven hero who came from the ocean. then the gates in the northern and central part of the map should be opened. --> can i finish the map if they are still closed??? (the quest is marked as finished and i got the revards, but the those gates are still closed...)
if not, the camp d be broken <.<

The gates close when you first approach them and you get the cutscene where you are told, now is not the time. They will open later when you finish your other quests. You can also reach the other side via the underground, although it isn't necessary.
1) i ve a quest that states that if i free the slaves i will CHANGE to TEAR permanently. --> its a bug to have this quest or to be unable to finish the quest...

2)the gates are closed and i finished the respective quest but the gates didnt open =_=
